Description:This report examined whether there was a level playing field for minority- and women-owned busiensses in City contracts, and how the City could increase opportunities for small businesses, including minority- and women-owned businesses. This study reached the conclusions that (1) there was a strong need to conduct the study, (2) one would expect a high utlization of MBE/WBEs based on their population, (3) there is not a level playing field for these tyypes of firms, (4) there is a need for City efforts to assist these businesses but in a race- and gender-neutral way, (5) the City currentl operates a program that determines eligibility based on factors other than race or gender, (6) overall MBE/WBE utilization roughly matched expectations due in part to some very large contracts going to a few MBE/WBEs, (7) disparities in utilization existed for certain groups for certain types of work (namely Asian American- and Hispanic-owned firms, overall, and African American-owned construction firms), (8) substantial disparities between utilization and availability existed on the types of contracts that subcontracting goals program was not applied, (9) the City might consider adding stronger measures to its Socially Disadavtanged Business Enterprise Program (SDBE), and (10) the City will need to monitor operation and results in the future
